Vivian

Massachusetts Assistant Undersecretary of Housing Stabilization


Vivian is a values-driven public servant who leads with curiosity, compassion, and a commitment to community. She currently serves as the Massachusetts Assistant Undersecretary of Housing Stabilization, where she oversees a $400M portfolio of housing stabilization program and initiatives.

Previously, she was the Chief of Staff and Diversity Officer at MassAbility, where she supported 800 employees and over 42,000 people with disabilities. Vivian spearheaded agency-wide initiatives in response to COVID-19, the future of work, and intergovernmental collaboration.

Her earlier roles demonstrate her ability to build responsive, people-centered systems. At the Executive Office of Health and Human Services, she led cross-agency initiatives including opioid epidemic response efforts and Hurricane Maria disaster relief. As a consultant to Dana-Farber Cancer Institute, she developed inclusive workforce pathways for underserved Boston youth to pursue careers in healthcare.

Vivian’s leadership is grounded in rigorous scholarship. She is an Adjunct Professor of Macro Practice at Boston College School of Social Work, where she teaches emerging social work leaders how to influence systems and drive change. She was also a Bradford Fellow and John F. Kennedy Fellow at Harvard Kennedy School, where she earned an M.P.A. Vivian holds an M.S.W. from Boston College and graduated Summa Cum Laude from the University of New Hampshire, where she was a member of Phi Beta Kappa and President of Alpha Phi Omega.

A strong believer in cross-sector collaboration, Vivian serves as a consultant to UNESCO, an advisor to equity-focused start-ups, a Board Member of the National Association of Asian American Professionals, a Board Member of the Harvard Rappaport Institute and a member of both the NBC Boston Community Council and the FBI Boston Community Engagement Council.

In recognition of her service and leadership, Vivian has received the Governor’s Award for Excellence in Public Service, the NEOA Rising Star Award, the Greater Boston Chamber of Commerce’s Ten Outstanding Young Leaders Award and was named one of Boston’s 15 Most Influential AAPI Leaders.
